A large share of Toronto homes built before 1980 are still connected to combined sewers, where stormwater and sanitary waste share the same underground pipe. During a heavy summer downpour or a sudden February thaw, that single pipe overloads fast, and the pressure has to go somewhere. In a basement with original clay or cast iron laterals dating back to the 1920s, 30s, or 40s, that somewhere is usually your floor drain.
I've been down sewer lines under century homes in Cabbagetown, the Annex, Riverdale, and the Beaches that haven't been touched since they were laid. The clay tile is cracked at almost every joint, mature maples and oaks have sent roots straight through the gaps, and the pipe is sitting on settled soil that's developed bellies where waste collects. None of this shows on the surface until the day the line backs up into your basement.
The good news is that Toronto has the most generous flood prevention rebate in the GTA. As of May 1, 2026, the City of Toronto's Basement Flooding Protection Subsidy Program pays up to $6,650 per property toward backwater valve installation, sump pump installation, weeping tile disconnection from the city sewer, sump pump battery backup, and a new home plumbing assessment. The rebate covers up to 80 percent of invoiced costs and applies retroactively to work completed on or after November 12, 2025. Toronto requires a building permit and an inspection by a city building inspector before the rebate is issued, and the contractor has to hold a valid City of Toronto business license.
